This series contains the records of Charles B. Wilkinson. The series is comprised of the Chronological Files subseries, the Administrative Files subseries, the Subject Files subseries, and the Publication Files subseries. The Chronological Files subseries contains White House reading material. The Administrative Files subseries contains memoranda to and from White House staff members, as well as biographical information on personnel. Also contained in this subseries are memos to the President; information on White House speaking engagements; speech materials; and reports on various commissions, committees, and conferences. The Subject Files subseries contains materials relating to various programs. Some of these programs concern the Advertising Council; drug abuse; White House church services; the President's Committee on Employment of the Handicapped; the Girl Scouts; and youth programs. The Publications File subseries includes miscellaneous reports; copies of committee hearings on a variety of domestic programs; Government Printing Office publications; and Republican National Committee publications.

The Girl Scouts were founded by Juliette Gordon Low on March 12, 1912 when Low organized the first Girl Guide troop meeting of 18 girls at her home in Savannah, Georgia. By the next year they became the Girl Scouts of the United States. By the 1920s troops were forming overseas as well.
